The pandemic has certainly affected the field of personnel management, which is reflected primarily in the labor legislation of the Russian Federation. According to the Deputy Minister of Labour and Social Protection Elena Bukhtiyarova, up to 5.5 million people worked remotely in the midst of a pandemic. During 2020, it was repeatedly necessary to transfer employees to home offices, which did not have a proper regulatory framework.
Employers acted differently. Someone renegotiated employment contracts, someone signed additional agreements with employees, and someone was completely limited to orders since there was no single procedure that would be clearly spelled out in the Labor Code of the Russian Federation.
The new law on distance and remote working will come into force on January 1, 2021. The law defined that remote work can be temporary or permanent, established the procedure for interaction between a remote employee and an employer, and also guaranteed that remote work cannot be a reason for reducing wages.
The pandemic is a negative phenomenon, but the change in attitudes to remote working is positive. The entry into force of the law will increase social security, as well as expand employment opportunities for Russians.
